English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent study of municipal councils, UK councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England stated that six out of ten of councils are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities seeking to raise money from a fire sale of holdings marked “a clear change from 2024, when the largest share (60%) of local leaders said they would focus on restructuring services and using savings to manage increasing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in southeast England said its property management strategy included the sale of a retail complex in Rainham and a community venue in another town to raise £20m over five years.

  • A local golf course and business parks held in two English counties, which all generate rent for Medway council, will also be sold under the plan.

Council Tax Increases and Broader Financial Pressures

The survey of councils in the key cities group, which covers several urban centers, further found that over seven in ten of councils will need to increase council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of county councils this week further found local finances being strained by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they struggle to manage rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a policy document setting out those changes was recently delayed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (IMD) for English councils, many key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the study.

“Although only one key city is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the analysis concluded.

“Council officials have been clear about the need for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which essential services to fund, and which to cut, to the detriment of their communities.”

A fifth of local authorities have cut or compromised social care provision in the past 12 months, the survey revealed.
